Science Behind This (Seasonal) Outlook:

NOAA forecasts are generally transitioning from an ENSO (La Niña or El Niño) Neutral into patterns associated with a weak La Niña over the next few months. The temperature outlook is aligned along longer-term trends, i.e. warmer temperatures. However, a majority of the U.S. is outlined in "Equal Chances" for either above- or below-normal precipitation (unshaded) due to the uncertainty, weakness, and short duration of a La Niña.
