Task force makes two busts in Keokuk

LEE COUNTY - The Lee County Narcotics Task Force reports the arrest of a Keokuk man on a Felony drug charge.

Roman Lay, 33, of Keokuk, Iowa was arrested on May 22nd, 2019 in Keokuk. Lay is charged with delivery of less than five grams of methamphetamine, a class C felony.

The arrest of Lay stems from an investigation by the Lee County Narcotics Task Force into allegations that he was involved in the distribution of illegal drugs in the Lee County area.

The Lee County Attorney’s Office, Lee County Sheriff’s Office, Iowa Division of Narcotics Enforcement, and the Keokuk Police Department assisted the Lee County Narcotics Task Force in this investigation.

The task force also reported the unrelated arrest of Coy Daniel Stark, 31, of 2401 Bank Street, Keokuk on May 14th on a felony drug charge. Stark is charged with possession with the intent to deliver more than five grams of methamphetamine, a class B felony.

The arrest of Stark stems from a traffic stop conducted in West Point, Iowa on May 14th, 2019

The Lee County Attorney’s Office, Keokuk Police Department, Lee County Sheriff’s Dept., West Point Police Department, and the Iowa Division of Narcotics Enforcement assisted the Lee County Narcotics Task Force in these investigations.

The defendant is presumed innocent until and unless proven guilty.

The Lee County Narcotics Task Force is funded in part by the U.S. Department of Justice and the funds administered by the Iowa Governor’s Office of Drug Control Policy.
