Shooter identified as West Point man

FORT MADISON - Authorities have released the name of the man shot and killed at a local manufacturing plant Tuesday night.

Robert Allen Elfgen, 42, of West Point, was shot and killed by a Fort Madison police officer while brandishing a handgun at Scotts Miracle-Gro Tuesday night just after 11 p.m.

An autopsy has been scheduled at the Office of the Iowa State Medical Examiner for Friday.

The officer who fired the shot has not been identified and has been placed on administrative leave per FMPD policy pending the outcome of the investigation.

Investigators continue to look into the connection of the officer-involved shooting and a shooting that took place in the 3100 block of Avenue O about 45 minutes prior to Elfgen appearing at Scotts.

Fort Madison Police Chief Mark Rohloff indicated early Wednesday morning that the two incidents were related and Elfgen had run from the Avenue O incident to Scotts, about 17 blocks away.

The Iowa Division of Criminal Investigation is now handling the investigation.
