New Quick Visit medical facility in the works for FM

FORT MADISON - A rezoning request was approved for a Quick Visit Urgent Care facility in Fort Madison at Tuesday's abbreviated City Council meeting.

The rezoning request, which was already approved by the city's planning and zoning board, would change the zoning designation for 1501 39th Street, which is just north east of The Madison. That facility will also be undergoing an expansion that could start as early as this month.

The zoning change will also change the adjoining alley between 38th and 39th Street and 1729 39th Street from R4 Single Family to B4 Highway Business District. The rezoning is for the third parcel south of Avenue L. The first two parcels are already zoned B4 and the Quick Care medical facility will be constructed on all three parcels.

Mark White, a partner in the development and construction firm working with Quick Visit centers said he's hoping to get construction started on the facility yet this year.

"As long as I can secure subcontractors we're gonna try and start it as soon as possible. I think we have to go through a final reading at City Council in October. We would love to have it open by the end of the year, but honestly if we can get the outside construction done by winter then we could be open by January or February," White said.

The company is an offshoot from a brand called Fast Pace Urgent Care out of Tennessee. White said the family that started that company created the new Quick Visit markets in Iowa and Texas.

The company already has locations in Mt. Pleasant and Newton. They are close to opening a site in Grinnell and are working with Osceola officials for a location in that city as well.

White said the company usually targets communities with a population base of 10,000, but said Iowa is a bit different because the county population demographics are a lot less dense so they are looking at populations up to 15,000 in Iowa.

The facilities accept all major insurance, Medicare and Medicaid, as well as having what White calls a "very cost effective model for self-pay individuals.

The footprint of the building is a 3,000 square feet with five exam rooms, a procedure room and an x-ray room. White said two of the rooms have an exterior access and negative air pressure to accommodate COVID situations.

The staffing will be locally hired, but White said due to the presence in Mt. Pleasant there may be staff sharing with the Fort Madison facility.

Nurse practitioners will staff the facilities with physician oversight of cases.

"They will do some primary care, but I can't speak to the whole operations," White said. "The people behind this are a group of investors and doctors that have already done this. We built them all over Kentucky, Tennessee and Mississippi and they've identified these new markets."
