LEE COUNTY BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
May 20, 2025
The Board of Supervisors of Lee County, Iowa met on Tuesday, May 20, 2025, at 9:00 a.m. at the County Administration Building, 933 Ave H, Fort Madison, Iowa.
Present: Denise Fraise, Garry Seyb, Chuck Holmes, Ginger Knisley and Tim Wondra.
All votes are unanimous unless indicated otherwise.
The Board opened the meeting by reciting the Pledge of Allegiance
Moved by Knisley, seconded by Holmes, to approve the agenda. Motion carried.
Moved by Knisley, seconded by Holmes, to approve the Consent Agenda which included Tuesday, May 13, 2025 Board meeting minutes and claims for payment. Motion carried.
Moved by Knisley, seconded by Seyb, to approve the following claims for payment for the Board of Health/EMS Building Project. Motion carried.

Public Input: Tony Keefe, 911 Board Services, Prepared a letter for all Board Member to sign and send to the Governor about raising the Surcharge Fund fees for 911 services.

Moved by Knisley, seconded by Seyb, to approve the Change Request for a Back-up Generation System at the new Board of Health/EMS Building. Motion carried.
Moved by Seyb, seconded by Holmes, to appeal the decision of City Development Board to go to the District Court for City Annexation of a portion of 302nd Ave and 303rd Ave. Motion carried.
Moved by Seyb, seconded by Holmes, to approve a step increase for Secondary Roads, Ryan Johnson, Maintenance from Class II Step 1 $24.17/hr. to Class II Step 2 $27.24/hr. effective 5/25/2025; a step increase for Secondary Roads, Nathan Booten, Mechanics, from Class II Step 1 $24.17/hr. to Class II Step 2 $27.24/hr., effective 5/18/2025, a step increase for Health Department, Crystal Coffman, Administrative Assistant from Step 5 $20.98/hr. to Step 6 $21.61/hr., effective 6/12/2025, and a raise for the Auditor’s Office, Cindy Renstrom, Budget Director, from $89,962.55 annually to $94,962.55 annually effective 5/19/2025. Motion carried.
Committee Reports: Seyb, along with Wondra, reported on a Lee County Economic Development and the Career Advantage Center move, a Lee County BOH/EMS Building meeting, a speed camera email and discussion on 180th Street and 320th street Rise Grant. Knisley reported on the meeting with Ross and Ryanne regarding job move and options for properties. Wondra reported on the building tours and a Landfill meeting. Holmes reported on a Conservation meeting and open enrollment. Denise reported on a RUSS meeting.
At 10:37 a.m., the meeting was adjourned. The next meeting will be held on Tuesday, May 27, 2025 at 9:00 a.m. at the County Administration Building in Fort Madison.
