Missouri man arrested for felony solicitation

Keokuk PD, other agencies collaborated in investigation

KEOKUK - On February 26th, 2025 our police department was contacted by a law enforcement agency outside of our jurisdiction in reference to assisting an active investigation that led them to the City of Keokuk.  
Through this investigation, it was determined that an adult male, Timothy Lee Fuller, solicited what he reasonably believed to be an underage female for a sexual relationship via the internet. Fuller arranged to meet who he believed to be a minor female at a pre-determined location in Keokuk for this purpose. When Fuller arrived at this pre-determined location, he was placed under arrest.
Timothy Lee Fuller, 49, of Kahoka, Mo, is charged with Enticing a Minor-Under 16, a Class D Felony, Grooming, a Class D Felony, Sexual Exploitation of a Minor, a class D Felony, and Possession of Methamphetamine-1st Offense, a Serious Misdemeanor. Fuller was also arrested on a warrant from another jurisdiction. Fuller was transported to the Lee County Jail to await an initial court appearance.

An arrest is merely an accusation supported by probable cause. All defendants are presumed innocent unless proven guilty in the court of law.
The successful outcome of this investigation was a result of multiple law enforcement agencies working in collaboration. The LeeComm Dispatch Center and the original investigating agency from another jurisdiction contributed resources to this investigation.
