The Mid-America Port Commission is a three-state, 26-county organization formed in 1999 by an interstate compact between Illinois, Iowa, and Missouri. There are three commissioners from each state. One is appointed by the governor and the other two by county commissioners/boards of their respective states. MAPC comprises six Iowa counties, nine counties in Missouri, and eleven counties in Illinois. The organization was formed to advocate for and facilitate improving freight transportation infrastructure to enable regional businesses to have the most cost effective and competitive shipping methods. Developing the infrastructure to transload between truck, rail and barge has been a major focus. Sites for port development were identified in all three states on the Mississippi and Illinois rivers.
