KEOKUK - A Lee County tactical response team apprehended a 22-year-old Keokuk man Sunday in connection with a shooting incident Saturday downtown.
On Saturday, June 7, 2025, at approximately 12:46 p.m., officers from the Keokuk Police Department were dispatched to the area of 10th and Main Street following a report of a juvenile possibly discharging a BB gun at a vehicle after a verbal altercation.
Officers arrived on scene at 12:48 p.m. and began canvassing the area for suspects, witnesses, victims, and evidence. During the investigation, officers located four .380 caliber shell casings, a bullet fragment, and observed property damage to a window at Goodyear Auto Service.
Witnesses provided valuable information, including a photograph of the suspect. All evidence was documented and secured. No injuries were reported.
Later, officers responded to the Keokuk Police Department to meet with individuals involved. A bullet hole was observed in the vehicle, which had been occupied by several juveniles at the time of the incident.
Through the investigation and community cooperation, the suspect was identified as Holden Jeremiah Hallford, 22, of Keokuk. Criminal complaints were completed for multiple indictable offenses.
On Sunday, June 8, 2025, investigators obtained a search warrant for Hallford's last known address at 415 Hickory Terrace, Keokuk. Due to the nature of the incident and associated risks, the Special Response Team (SRT), comprised of officers from the Keokuk Police Department, Lee County Sheriffs Office, and Fort Madison Police Department, was activated to serve the warrant.
At approximately 7:00 a.m. on June 9, 2025, the SRT executed the warrant. Hallford was located hiding in the basement and was taken into custody without incident. Multiple items of evidentiary value were recovered from the residence, including a firearm matching the caliber of the shell casings found at the scene.
Hallford has been charged with the following offenses:
An arrest is merely an accusation supported by probable cause. All defendants are presumed innocent unless proven guilty in the court oflaw.
This investigation was a result of multiple law enforcement agencies working in collaboration. The LeeComm Dispatch Center, Fort Madison Police Department, Lee County EMS, and the Lee County Sheriffs Office contributed resources to this investigation.
