On October 1, 2026, at approximately 8:16 p.m., the LeeCommDispatch Center received two reports of a gunshot being fired at a vehicle in the area of the 900 block of Grand Avenue. Keokuk Police Department officers responded to the area to investigate while other officers made contact with the reported occupants of the vehicle.The investigation indicated that two occupants of a passenger vehicle were in the area of 9th Street and Grand Avenue when they became involved in a confrontation with a male identified as Thomas Schrader. During the confrontation, Schrader allegedly produced a 9mm handgun and fired one round in the direction of the vehicle and its occupants. The round struck the rear portion of the vehicle. The involved parties then left the area.
No injuries were reported as a result of the incident. Based upon the investigation, this appears to have been an isolated incident involving specific individuals, and there is no known continuing threat to the general public. Officers examined the involved vehicle and observed damage consistent with a bullet strike. Investigators recovered a bullet fragment from the vehicle and a 9mm cartridge casing from the scene. As the investigation continued, officers obtained a search warrant for Schrader's residence in the 1700 block of High Street. Due to the nature of the allegations and the reported involvement of a firearm, the Lee County Special Response Team was utilized to assist with the execution of the search warrant. Schrader was taken into custody without further incident. During the subsequent search of the residence, investigators located and seized multiple items believed to be relevant to the investigation, including two 9mm handguns.
Thomas Lee Schrader, 41, of Keokuk, was charged with: Two counts of Going Armed with Intent, Class D Felonies, Two counts of Intimidation with a Dangerous Weapon, Class C Felonies, Two counts of Assault While Displaying a Dangerous Weapon, Aggravated Misdemeanors, Criminal Mischief in the Third Degree, an Aggravated Misdemeanor. Schrader was transported to jail following his arrest. A criminal charge is merely an accusation, and a defendant is presumed innocent unless and until proven guilty in a court of law. The Lee County Special Response Team is a countywide joint tactical team comprised of law enforcement officers from the Lee County Sheriff's Office, Fort Madison Police Department, and Keokuk Police Department. Members of the team receive ongoing specialized training for high-risk law enforcement operations with an emphasis on protecting the public, law enforcement officers, and persons who are the subject of those operations.
