IAAP to detonate lead azide

Date for event will be announced later; open house set for Oct. 15.

MIDDLETOWN — U.S. Army officials at the Iowa Army Ammunition Plant will host a public open house on Oct. 15th, to address upcoming safety operations to dispose of lead azide via controlled detonation on the installation in November.
The open house will take place from 4:30 to 6:30 p.m. CST at the Army Reserve Center in Middletown. Plant officials said the date for the detonation is still unknown, but will likely be in November. Residents and the public will be informed prior to the event.
During a routine stockpile surveillance operation at the plant, technicians discovered a quantity of degraded lead azide, a highly sensitive primary explosive, that has potentially become unstable. Because transporting the material off-site poses an unacceptable risk of accidental detonation, the Army determined that the safest course of action is to neutralize the material on-site via an intentional, controlled detonation. Specialized explosive ordnance disposal personnel will execute the operation in compliance with the regulations set by the Environmental Protection Agency.
"Our absolute top priority is the safety of the surrounding community and our workforce," said Lt. Col. Daniel Nosse, IAAAP installation commander. "By taking proactive, deliberate action to neutralize this material in place, we are permanently eliminating a critical hazard under the most stringent and highly monitored safety conditions possible."
Comprehensive Environmental and Blast Mitigations
The Army is establishing rigorous safety protocols to monitor and minimize the environmental and physical impacts of the planned detonation:
• Environmental Monitoring: Specialized teams will conduct air and soil testing before, during, and after the detonation.
• Groundwater: After the hazard is neutralized, environmental teams will assess the area and take action according to environmental regulations.
• Atmospheric Controls: The detonation will occur strictly during daylight hours under favorable weather conditions. Operations will be delayed if there is low cloud cover to prevent magnification of acoustic or physical shockwaves.
Localized Community Impact and Precautionary Measures
While safety measures will be fully enforced, the controlled detonation will cause temporary noise and ground vibrations.
Residents in Middletown will hear loud noises and feel vibrations from two consecutive, rapid detonations. Due to the potential for localized window damage, or other potential damage, the U.S. Army recommends that residents in the Middletown City Park neighborhood temporarily vacate the area during the detonations out of an abundance of caution.
Open House Structure
The open house on Oct. 15th is designed to provide maximum transparency and address specific residents’ questions.
Rather than a formal presentation, the event will feature an informational walk-through. Residents can arrive at their convenience to view maps of the expected blast radius, review safety precautions, and speak one-on-one with EOD technicians, environmental scientists and installation leadership.
